This draft Pre-Disaster Hazard Mitigation plan covers the lands of the Confederated Tribes of the Umatilla Indian Reservation near Pendleton Oregon. During this year and a half long planning process the Tribal Emergency Response Commission (TERC) has worked to identify the hazards that exist on the Reservation, assess the risk they pose to members of the Tribes, residents, workers and visitors and develop mitigation projects that will make the reservation a safer place to live, work and visit.
