Hazard Mitigation Plan - Section 9 - Grant and Program Management Capacity

The Confederated Tribes of the Umatilla Indian Reservation (CTUIR) is the sovereign legal entity that governs all activities within the boundaries of the Umatilla Indian Reservation.  The Tribe’s governmental structure consists of multiple departments employing more than 1200 employees.  The Tribe’s ability to manage governmental affairs and their capacity to pursue and manage grant funds and fulfill grant requirements in support of their hazard mitigation plan is extensive and exceeds many local governments within the state of Oregon .  The CTUIR maintains an excellent rating for its fiscal management.

 

The Confederated Tribe of the Umatilla Indian Reservation has been managing grants since the 1970’s and has utilized approximately 400 separate funding sources[1].  For at least five years, the CTUIR has maintained the highest level[2] of fiscal responsibility in its grant management program.[3]  Currently, the CTUIR is managing over $30 million in grant funds along with $9 million of its own funds in support of a number of federal, state, local government, and other initiatives. The varied nature of these programs can be seen from the following list agencies that have partnered with the CTUIR in 2007:

From this list of agencies, foundations and local governments that have funded programs and coordinated with the CTUIR, it is apparent that the CTUIR is an active participant in a wide range of programs and has the administrative and fiscal capacity to successfully manage grants and programs.
