Hazard Mitigation Plan - Section 6 - Mitigation Measure Implementation

After mitigation measures that reduce impacts of hazardous events have been identified, devising strategies to implement these measures is the next step.  The Tribe Emergency Response Commission (TERC) began this process by aligning each mitigation measure with one more of the plan’s goals and then describing what each measure is intended to accomplish. 

     

The next step was to describe one more strategies that could be used to successfully implement the mitigation measure.  Although it isn’t always identified under each measure, obtaining grant funds is one of the main objectives of this plan and should be presumed to be a part of the mitigation strategy for those mitigation measures requiring funding.

     

Once the strategy for implementation was prepared, the lead CTUIR commission, department or position responsible for initiating the implementation of the mitigation measure was identified.  Also, other CTUIR departments or commissions that would support and assist with the implementation of the measure were also listed.  Identifying the lead position and support departments is consistent with the annual process used by the CTUIR’s for preparing department budgets and work programs  Finally, federal and state agencies, Umatilla County, cities and other entities outside of the UIR that might benefit or help implement the mitigation measure were identified.

     

The TERC then determined whether the mitigation measure could be implemented in the “short term” (0-2 years) or in the “long term” (more than 2 years).   Also listed was who submitted the mitigation measure and the priority given the measures.  The UIR hazard mitigation measures contained in this section have been prioritized by the TERC and displayed in two tables following the mitigation measures.

      Mitigation Measure :  MH-1

     

Prepare and distribute hazard and safety preparedness information

     

     Goal or goals addressed by this measure: 

     

All four goals.

     

      What this measure should accomplish:

Hazard and safety preparedness information will help make people living and working on the reservation more aware of possible hazards and the steps necessary to keep themselves safe and more self-reliant during a disaster.

     

Strategies for implementation:  Prepare one or more the following as handouts, radio announcements, etc.:

- A brochure that provides instructions for reducing the effects of all hazards (ex. Wahkiakum Co, IBHS)

- Emergency information displays to be used in public buildings.

- Power Points, videos and/or handouts designed to inform students about keeping safe during hazardous event

- Education and outreach programs that focus on protecting natural systems as a mitigation activity

- Prepare hazard mitigation presentations and place them on the CTUIR website

- Distribute emergency information as handouts in the CUJ newspaper or mail brochures to each household

- Public announcements to educate motorists on safe winter driving practices

- Brochures for citizens to prepare and maintain 72-hour emergency preparedness kits

- Announcements for citizens about the different National Weather Service announcements

- Brochures and announcements for citizens about safe emergency heating equipment

- Brochures for citizens about ways to weatherize their homes

- Brochures for citizens about the dangers of hypothermia and other winter health conditions

- Programs for farmers about ways to protect livestock from the effects of winter storms

- Brochures for homeowners about ice and wind-resistant trees and landscaping to reduce damage during ice storms

- Announcements for motorists who plan to travel over mountain passes in winter about the need to be prepared

- Develop community outreach programs that promote fire safety and home protection from wildfires.

- Provide training on water conservation measures to farmers and ranchers and the general public about water management

   practices for crops, livestock and domestic users.

      Mitigation Measure :  MH-2

     

Prepare a business continuity plan that helps maintain the Tribe’s economy during and after a disaster.

     

     Goal or goals addressed by this measure:  Goal 2

     

      What this measure should accomplish:

Make the Tribe more disaster resistant and able to maintain or return to normal economic functions even if a hazardous event occurs.

 

     Strategies for implementation: 

Either assign this task to a department within Tribal government or hire a consultant with the expertise to prepare a business continuity plan.

Develop a government continuity plan that details how core governmental operations will be maintained in the event of an emergency.

      Mitigation Measure :  MH-4

 

Maintain a hazardous events section on the CTUIR website devoted to informing people living and working on the reservation about measures that can be taken to prevent impacts from those hazards that threaten the reservation. Also, provide information about disaster preparedness.

     

     Goal or goals addressed by this measure:  This measure helps achieve all four goals.

     

      What this measure should accomplish:

The multi-hazard informational and safety preparedness website section will make available to people living and working on the reservation information about possible hazards and the steps necessary to keep themselves safe and more self-reliant during a disaster.

 

     Strategies for implementation: 

Expand the current Emergency Management section on the CTUIR website to address all hazards that can affect the UIR.

     The lead position to initiate the mitigation measure: CTUIR Emergency Management Coordinator,

      Mitigation Measure :  MH-5

     

Identify opportunities for partnering with citizens, private contractors, and other jurisdictions to increase availability of equipment, manpower and other resources for efficient responses to hazardous events.

     

     Goal or goals addressed by this measure:  Goals 2 and 3

     

      What this measure should accomplish:

Agreements with people and other jurisdictions to share needed resources before hazardous events occur. Resources may include manpower, sandbags, generators and other resources needed to supply electricity, dump trucks for cleaning-up debris, etc.  This action can help maintain resiliency and save time and money.

 

     Strategies for implementation: 

Identify equipment needs. Create a list of agencies and companies that have the equipment identified.  Contact those on the list and secure agreements.

Require real estate disclosures for properties where past hazard damage has occurred.

     

     Goal or goals addressed by this measure:  Goal 4

     

      What this measure should accomplish:

Informing prospective buyers regarding past damage from hazards helps improve safety and provides the opportunity to reduce future damage.

 

     Strategies for implementation: 

Adopt a property disclosure ordinance for use in future real estate transactions.

      Mitigation Measure :  MH-7

 

      Collaborate with neighboring jurisdictions to create a regional emergency management and information hub

 

      Goal or goals addressed by this measure:  Goals 3 and 4

     

     

      What this measure should accomplish:

Having a joint emergency management center will allow for a coordinated response to hazardous events and allow jurisdiction to share costs in maintaining a single emergency management center.

 

     Strategies for implementation: 

Contact Umatilla County and neighboring cities to see if there is interest in creating a joint emergency management center.  This measure is similar to one of Umatilla County ’s multi-hazard mitigation measures.

     

     The lead position to initiate the mitigation measure: CTUIR Emergency Management Coordinator,

      Other departments or commissions that would support implementation of the measures:

     Mitigation Measure :  MH-8

Work with the National Weather Service to make the Umatilla Indian Reservation “Storm-Ready.”

     

      Goal or goals addressed by this measure:  Goals 2 and 3

     

      What this measure should accomplish: In order to qualify the following must be met:

- Establish a 24-hour warning point and emergency operations center

- Have more than one way to receive severe weather warnings and forecasts and to alert the public

- Create a system that monitors weather conditions locally

- Promote the importance of public readiness through community seminars

 -Develop a formal hazardous weather plan, which includes training severe weather spotters and  

   holding emergency exercises.

 

     Strategies for implementation: 

Contact the Pendleton office of the National Weather Service to begin the process to qualify as “Storm Ready.”

Consider amending the CTUIR Comprehensive Plan’s to adopt policies that recognize and encourage hazard mitigation measures that will make the reservation more disaster resistant.

      What this measure should accomplish:

Including hazard mitigation policies within the CTUIR Comprehensive Plan establishes hazard mitigation as an “ethic” and elevates mitigation concepts into Tribes strategic planning for development on the reservation.

Amend the comprehensive plan and development code to incorporate hazard mitigation into appropriate sections of these documents.

Update the CTUIR Land Use Development Code to include provisions for flooding that meet requirements of the National Flood Insurance Program.  Also consider measures that ensure that future development is protected from landslides and is defensible from wildfires.

Ensure that new development complies with the International Uniform Building Code as it provides measures designed to protect structures from damage due to hazardous events such as flooding, high winds, hail, earthquakes, etc.

      Mitigation Measure :  Flood - 1

 

Devise a voluntary program to assist home owners with structures that have previously flooded with options to protect their homes from future flood damage.  This program will be designed to offer options that eliminate the threat from flooding such as elevation, acquisition and relocation of structures from flood hazard areas.

Update and then adopt floodplain ordinances that comply with the requirements of the National Flood Insurance Program (NFIP) in order to make available flood insurance to property owners within the reservation.

Bring tribal zoning ordinances up to date to comply with current NFIP requirements and become eligible join the NFIP.

      Mitigation Measure :  Flood - 3

 

Consider joining the Community Rating System (CRS) once the reservation joins the NFIP.  The CRS is a program that rewards jurisdictions that are pro-active in mitigating future flood damage.  Property owners in jurisdictions that participate in the CRS receive lower flood insurance premiums.

This measure will improve protection against flooding and reduce flood insurance premiums.

      Mitigation Measure :  Flood - 4

 

Consider replacing the culvert at “Shortmile Road and the railroad crossing” and deepen the channel to allow the passage of all flows associated with flooding caused by Mission Creek (Gardenhire)
