After mitigation measures that reduce impacts
of hazardous events have been identified, devising strategies to implement these
measures is the next step. The Tribe
Emergency Response Commission (TERC) began this process by aligning each mitigation
measure with one more of the plan’s goals and then describing what each measure
is intended to accomplish.
The next step was to describe one more strategies
that could be used to successfully implement the mitigation measure.
Although it isn’t always identified under each measure, obtaining grant funds
is one of the main objectives of this plan and should be presumed to be a part of
the mitigation strategy for those mitigation measures requiring funding.
Once the strategy for implementation was prepared,
the lead CTUIR commission, department or position responsible for initiating the
implementation of the mitigation measure was identified.
Also, other CTUIR departments or commissions that would support and assist
with the implementation of the measure were also listed.
Identifying the lead position and support departments is consistent with
the annual process used by the CTUIR’s for preparing department budgets and work
programs Finally, federal and state
agencies, Umatilla County, cities and other entities outside of the UIR that might
benefit or help implement the mitigation measure were identified.
The TERC then determined whether the mitigation
measure could be implemented in the “short term” (0-2 years) or in the “long term”
(more than 2 years). Also listed was
who submitted the mitigation measure and the priority given the measures.
The UIR hazard mitigation measures contained in this section have been prioritized
by the TERC and displayed in two tables following the mitigation measures.

- A brochure that provides instructions for reducing the effects of all hazards
(ex. Wahkiakum Co, IBHS)

on protecting natural systems as a mitigation activity
- Prepare hazard mitigation presentations and place
them on the CTUIR website

Agreements with people and other jurisdictions to share
needed resources before hazardous events occur. Resources may include manpower,
